A woman’s strength is not defined by the limits around her, but by the courage she carries within. When she rises, entire generations rise with her. At a time when conversations around women’s empowerment are shaping the future of India, Vijaya Kishore Rahatkar stands at the forefront as the Chairperson of the National Commission for Women (NCW), Government of India. Known for her grounded leadership and decades of public service, she has consistently worked towards creating safer, more inclusive spaces for women across the country. From promoting education and legal awareness to advocating for women’s safety and social welfare, her journey reflects a deep commitment to grassroots empowerment. Before taking charge at the NCW she served as the Chairperson of the Maharashtra State Commission for Women and earlier as the Mayor of Chhatrapati Sambhajinagar, where she earned recognition for her people-centric leadership and focus on social development. Over the years, she has emerged as a strong advocate for women’s rights, combining policy initiatives with community engagement and awareness-driven programs.
This vision of inclusive development was reflected in the 4th edition of “NCW Shakti Samvaad,” organized under her leadership in Jammu & Kashmir. After successful editions in Ayodhya, Delhi, and Mumbai, bringing the dialogue to Jammu & Kashmir carried both symbolic and social significance. The event aimed to strengthen awareness around women’s rights, workplace dignity, and legal protection while ensuring that women from every region become active participants in the national conversation on empowerment.
A major focus of the programme was the discussion on the POSH Act (Prevention of Sexual Harassment at Workplace Act) and the four major Labour Codes, highlighting workplace safety, equal opportunity, employee welfare, and legal safeguards for women professionals and workers. Through interactive discussions and expert sessions, the initiative sought to build awareness about rights, responsibilities, and institutional mechanisms that support women in workplaces across sectors.
By choosing Jammu & Kashmir as the venue for the latest edition of Shakti Samvaad, Rahatkar reinforced the message that empowerment must reach every corner of the country. The initiative not only created a platform for dialogue and awareness but also amplified the voices and aspirations of women in the Union Territory, reflecting a broader vision of inclusion, dignity, and opportunity for all.
